Hi Dom, here the short tutorial. Tell me if it's understandable. Normally, there shouldn't be any problems (unless the Internet icon doesn't show up).
1)Go to the control pannel
2)Once in the control pannel, double click on the Connections Icon
3)You should see both icons (for local and Internet). Note that you can see your local ip (for the machine you are on right now) by double clicking on the local network icon, that will probably help you to fill in the ip field in step 7.
4)Go to the properties of your Internet connection
5)In the little window that has just appeared, click on "parameters"
6)You are now in the dialog box that allow you to add new services. Click on "Add" to add more
7)Fill the field as follow (you will add 5 new rules, their name, in the ip field, add the ip of the machine that hosts the server):
[1]name : master server uplink, Internal/External port = 28909, TCP
[2]name : game port, Internal/External port = 7777, UDP
[3]name : query port, Internal/External port = 7778, UDP
[4]name : gamespy uplink, Internal/External port = 7787 UDP
[5]name : pariah listen port (for webAdmin), Internal/External port = 8888 (see your pariah.ini file if you set a different port, search for "webserver" or "listenport" in that file), TCP
Run the game, start a dedicated server, go back in the game, refresh the active servers, if you see yours, you're done, that's all, you made it
. By the way, i think that only 3 rules are enough (1, 2, 3), if i remember well, i've already ran servers with only these 3 rules and it worked perfectly. Tell me if you have any question
[EDIT] : i checked and ports 7777 and 7778 are enough to run the server
